Personally I have no problems with him whipping this horse.He's right to whip the horse just very bad at doing it. It needs a couple of sharp smacks on its arse but the lash mainly lands on the horses legs. In addition he loses two important things he's got going for him:
(a) He's a fit guy with plenty of muscle power to deliver the whip really effectively.
(b)He's got the right attitude in trying to whip the horse hard which is sometimes what you have to do.
By keeping his arm outstretched when he whips it weakens the blow. So all he really does is annoy the horse without whipping it decisively enough to make it go foward. In addition he should have whipped it a coupe of times and then waited to see if it respondeed to see if it needed more whipping.That said often workhorses do need to be whipped repeatedly and sometimes quite hard.
